region — opening 15 December 2026 in the West Midlands and closing on 14 November 2027 — but not council by council. Every authority below gets the same honest answer: the national position, plus the
nine-region table to find your own deadline in. We have not mapped all 294 councils onto their regions yet, so this list will not invent a date for yours.
